Water reuse would describe what many people already do - or have done in the past. That is, using water from various sources apart from the tap. Stormwater is -you guessed it - water coming from storms. When it's teeming and you see all those gutters and drainage channels flooded with dirty water - that is stormwater. It needs treating before use.
